Вранье все с самого начала. Попадая в США, ребенок получает гражданство, и государство следит за ним равно так же, как и ребенком, родившимся в США. Требования к родителям при этом - те же самые. А 400000 детей - это всего сирот, живущих в приемных семьях.

However, some countries or origin, for example, do forbid individuals with certain disabilities from adopting. Likewise, some countries of origin may restrict single parent adoptions. U.S. state law on the eligibility requirements for prospective adoptive parent(s) also varies. When deciding to pursue intercountry adoption, do your research.
